Virginia higher-education panel to offer plan to boost number of degrees

The commission will recommend Friday that Virginia’s colleges and universities open year-round, offer new public-private loans and limit the time required to attain a degree as the panel tries to increase the number of students graduating from the state’s public and private schools.
